Madagascar
Overview
WFP provides a variety of logistics services to WFP programs in Madagascar that includes land, sea and air elements. Madagascar offers distinct challenges such as severe seasonal flooding and intermittent drought. Currently WFP logistics supports WFP operations distributing food to school feeding programs throughout the country.
Team
The WFP logistics team is headed by an international Logistics Officer and is comprised of 30 staff members including storekeepers, Compas Assistants, Logistics Assistants and one National Officer in charge of funds management.
Activities
Port Operations
Commodities distributed in Madagascar arrive through three main ports (Toamasina Tulear and Fort Dauphin) and transported to the main transit warehouses in Toamassina, Toliara, Amboassary and Ampanihy.
- Toamassina - deep water, 4 berths, 3 main docks, anchorage 76 feet over, cargo pier 9.4-10 meters.(Map)
- Toliara – deep water very small, two main docks, 2 berths, anchorage 35 feet, cargo pier 9.4 – 10 meters (Map)
- Fort Dauphin – deep water, 3 berths, 2 main docks. The port was opened in July 2009 for general cargo and builded for mines export. WFP is using the port as is located near beneficiaries. (Map)
Storage and Handling
- Toamassina - 3,500MT (Map)
- Toliara - 4,500MT (Map)
- Ampanihy - 1,500MT (Map)
- Amboassare - 3,000MT (Map)
Road Transport
Commodities distributed in Madagascar arrive through three main ports (Toamasina, Toliara and Fort Dauphin) and transported to the main transit warehouses in Toamassina and Toliara. The main Extended Delivery Point warehouses located in Ampanihy and Amboassary are used for further dispatches to schools or Cooperating partner warehouses. WFP primarily uses commercial transporters to transport the goods.
Rail
One main rail line extends from Toamassina to Antananarivo. WFP does not use the rail as no major activities are located in Antananarivo.
Aviation
WFP does not currently supply aviation support services within the country. Services were suspended in 2008. WFP have assisted the United Nations Country Team to conduct assessment on potential service providers that could be chartered immediately in case of emergency. Activation protocol has been concluded with assistance of WFP Aviation Support Unit.
Other WFP Logistics Services
WFP logistics in Madagascar provides warehouse capacity capacity to FAO in Toamassina and has conducted training to a government entity (BNGRC) in charge to coordinate emergency response in warehouse and commodity management at the request of the United Nations Country Team.
