Overview
The primary objective of WFP Uganda Country Office Logistics is to plan and execute pipeline and planning, transportation, customs clearing and storage and until recently the Inter-Agency Logistics Services (ILS) for food and non-food commodities incorporated in the country office work plan. By virtue of its geographical position, Uganda serves as a transshipment point for all consignments dispatched by road and rail from Mombasa to the landlocked countries in the Great Lakes Region. Because of this unique geographical situation, Uganda country office logistics plays a role that extends beyond what is usually assigned to a country office and logistically caters for cargo of other countries.

Team
The Logistics unit is manned with 135 staff (five international and 130 national staff).

Activities
Port Operations
Uganda is a landlocked country and depends on its neighbours for cargo entry and exit. The principal East African ports used are Mombassa in Kenya, and Dar es Salaam in Tanzania.
The Mombasa portplays an important role in efficient use of the Northern Corridor to Uganda. Uganda is served by two corridors.

  • The northern corridor route runs from Port Mombasa to Kampala. It passes through Nairobi and via Malaba transit point. The same route further extends via Mbarara/Kabale/ Katuna to Kigali and Bunagana to Goma in DRC.
  • The southern corridor runs from Dar es Salaam via Dodoma to Northwestern Tanzania, with extensions to Congo, Burundi, Rwanda and Uganda.  Uganda consignment are transported over the lake Mwanza by rail to port bell.

Storage
WFP runs two central warehouses with identical capacity of 15,000 MT each in Kampala and Tororo. There are in addition 18 extended delivery points (EDPs) with total storage capacity of 24,850 mt. located at sub offices.

Road Transport
The Northern Corridor has traditionally been Uganda’s principal lifeline which consists both rail and road networks.
WFP Logistics in Uganda has a 55-truck fleet (38 trucks and 17 trailers)with total loading capacity of 736 MT at once. The strategic fleet plays a major role in stabilizing increasing transport market rates.  Under the Purchase for Progress initiative the strategic fleets are engaged in transportation of food from farmer stores to EDPs and deployed to areas where the commercial transport capacity is limited due to insecurity or difficult road conditions.

Rail
The main railway lines of Kenya Railways and Uganda Railways (URC) provide a more or less parallel route from Mombasa via Nairobi, Nakuru, Eldoret, Malaba, Tororo and Jinja to Kampala. Due to the high level of curvature, the rail distance is considerably longer than the road distance at 1,333 Km, including 1,082 Km in Kenya and 251 Km in Uganda.

Aviation
Internally displaced persons in DRC are supported through air operations from Uganda. The air operation is carried out from Gulu and Entebbe to Dungu.
