Honduras with a population of 7.2 million (2004) is a low-income food deficit country and the third poorest country in Latin America. Poverty and food insecurity are the main structural problems.  The level of education completed is only 4.6 years for urban area and falls below 3.5 years in rural areas.  The enrolment rate for children ranges from 75 to 84 percent in rural and urban areas, respectively.

WFP operations in Honduras started in 1970 when a rare plague affected all the pines in Honduras and WFP food assistance was needed.  After that, regular development projects were carried in the country, logistics operations were under GoH responsibility.

In 1999 Hurricane Mitch hit Central America and Honduras was the most affected country. WFP Logistics operations increased considerably in order to attend the emergency.  After Mitch WFP took out logistics operations, GoH realize that technical support from WFP was needed.  A joint review of logistics cost and food management was carried out by GoH and WFP and a formal request from GoH was sent to WFP in order to take over logistics activities for the development projects Special LTSH Trust Funds were signed between GoH and WFP.

Honduras is prone to disasters; hurricanes, floods and droughts are recurrent events which damage the livelihoods of an unprepared population who lives in vulnerable areas.
