Modes of operation: - WFP operation in Timor-Leste involves land transport and coastal delivery by ferry.

Port: Under normal circumstances, commodities are received at the main Dili port and are containerized either by WFP or CCC.

Storage: Ninety percent of the commodities are stored at the WFP Warehouse in Dili. As the storage capacity is limited, currently only 3,500 MT, WFP is erecting wiikahalls in the premises of WFP warehouse. WFP decided to move the office from Suai to Maliana and therefore WFP is in the process of moving its stores accordingly. The two district-based warehouses (Suai/Maliana & Oecussi) have 200-250 MT storage capacity. These warehouses are used for the pre-positioning of WFP commodities as and when required.

Logistics Contracts: WFP has at present three contracts.  For port clearance and subsequent deliveries of containerized cargo at WFP warehouse, SDV (CNF agent). All containers are de-stuffed at the WFP warehouse. For transportation of WFP commodities to the various project sites, WFP has a contract with Transport Association, Romante Pvt Ltd., Bachy Transport and IOM. The transport companies are selected through competitive process under the rules and regulations of WFP. There are no competitors for transportation by boat to Oecusse and Atauro where no private operators available. Therefore, a separate contract is in place with a private ferry owner/Government ferry.

Logistics Network

Dili Port is the only port of entry for all cargo destined to Timor-Leste. WFP currently operates to all the thirteen Districts including the Oecussi and Atauro that are only reachable by ferry. WFP is delivering to 530 schools (950 from April 09), 136 Health Centers and 96 FFW sites.
